Is correct: Pin 10 is VSS/GND and has on all chips a connection to Pin 9 (BOEn).

Q1 and IC4 (EEPROM for bella) is for the identification and the led-no test required! Q1 used without the propeller its internal oscillator. Without EEPROM (IC4), you can only test the program began-ram (f10 in the propeller tool). Later for the Videotests Q1 is needed.
What would I test:
1. Connections from DB9 to MAX232 over the MiniDIN.
2. Values of the components around the MAX.
3. Voltage at the sockets from Prop (3,3V) and MAX (5V)
4. What a type transistor t1? (npn-typ needed)
